P132b is the vnt mechanism (sticking turbo 'vanes') 3) Even if it's the actuator - if it's happening this often, you probably have an issue with sticking vanes, which is overloading the actuator. 4) This is a cheap way to cure that - and prevent the actuator burning UWIB.
