If its windows 10, then go to C:\Users\Atlassian\Jira, run the batch file startup_bundled_jre , it will start running the Tomcat and then click on start_service in same folder i.e. batch.

If you already set the default language on System > General configuration and also set your profile language to English, if Jira is being translated is due to the browser. A couple things to try: - Reinstall 7.9 to see if there was something that got mucked around in the upgrade (I hate to tell you to try a carpetbomb approach, but sometimes it works) - Make absolutely sure that all your plugins are disabled. Since 7.9 is brand spanking new, there could be a conflict somewhere.
